Chapter I General Provisions
Article 1 In order to strengthen professional management of preventing electric mal-operation device system (hereinafter call PMDS) and do better in design, installation, operation maintenance as well as overhaul management of PMDS to make it play a better role, “Management Provisions of Preventing Electric Mal-operation Device System specially formulated (Trial)” (hereinafter call “this provision” ) is formulated on the basis of the provisions of "Electric Power Safety Operation Regulations " and related documents.
Article 2 This provision applies to high-voltage generation, transmission, transformation, distribution, consumption electric device.
Article 3 All power generation companies, power supply companies and power consumption units should develop the management means, implementation rules as well as reward and punishment system which can be combined with relevant operation regulations and preventing accident measures in accordance with requirements of this provision and locale situation. They should summarize in time and reflect the implementation condition.
Article 4 Prevent electric mal-operation work is led by National Energy Board. Leaders of all related units are responsible for the implementation of this provision. Daily work is commissioned to be managed by China Electric Power Research Institute which needs to carry out information gather, analysis, exchange, summarization and other works.
Article 5 Operation, design, construction, manufacturing units should comply with this provision. PMDS and high voltage electric device should be designed, installed, and put into operation simultaneously.
Article 6 PMDS is an effective technical measure to prevent electric mal-operation. The overhaul, maintenance and technical transformation projects of PMDS should be brought into production plan of various units.
Article 7 PMDS should be actively installed based on strict implementation of “Electric Power Safety Operation Regulations”.
Article 8 The manufacturing unit of PMDS should comply with this provision and industry technical standards and provide qualified products and high quality services.
Article 9 The manufacturing unit of PMDS should improve and perfect the technology and products, recommend new technology to users, analyze electric mal-operation accidents or the causes of defects in device system and provide technical consultation.
Chapter Ⅱ Design, Manufacture and Use of the Device System
Article 10 High voltage electric device with affiliated devices that may cause mal-operation accidents (including net door, earth wire, etc.) should be installed with PMDS. PMDS should meet the requirements of national and industrial technical standards.
Article 11 Preventing mal-operation devices should meet the following five kinds of mal-operation prevention functions. (Hereinafter call “Five Prevention”)
(1) Preventing opening or closing the breaker by mistake.
(2) Preventing opening or closing the disconnector with load by mistake.
(3) Preventing connecting earthing device for work or closing the earth switch with electricity.
(4) Preventing closing breaker or disconnector with earthing device for work or earth switch.
(5) Preventing getting into the electric interval by mistake.
Article 12 "Five prevention" should take mandatory electric mal-operation preventing measures, namely in series with locking circuit controlling locks or interface in the power-driven control circuit of device and installing locks controlled by locking circuit. “Preventing opening or closing the breaker by mistake” can use prompting measures.
Article 13 PMDS, operating procedure and preventing mal-operation rules used in engineering system should be checked and approved by the management department of users.
Article 14 During the design, manufacture and use of preventing mal-operation device, the following principles should be taken into account:
(1) A dedicated PMDS should be equipped and combined with the device unit electric locking and mechanical locking to achieve preventing mal-operation locking function. Preventing mal-operation rules and data should be compiled separately.
(2) Substation should have control layer, spacer layer, device layer compulsory preventing mal-operation locking function, while it should remain preventing mal-operation locking function when there is wrong with controlling device or communication system.
(3) A set of high voltage switch device should have perfect electric locking and mechanical locking, or add other device systems to achieve mandatory of preventing mal-operation function.
(4) The structure of PMDS should be simple, reliable, operated and maintained conveniently. Meanwhile, it should be as far as possible without increasing the complexity of the normal operation and accident treatment. Moreover, it should meet the operation requirements of equipped device, and correspond with the operation position of the equipped device.
(5) After adding PMDS, the original main technical performance of the device should be not affected.
(6) PMDS should not affect or disturb the normal operation of relay protection, automatic device, communication and other devices.
(7) The power of PMDS should be separated from power of relay protection and control circuit. The using AC power should be uninterrupted power supply system, and the power is supplied by the independent circuit.
(8) Preventing mal-operation device should be antiseptic, anti-rust, anti-jamming and cannot be opened by other objects. Preventing mal-operation device outdoor should be waterproof and able to bear high or low temperature to ensure the reliable operation under working condition.
(9) Preventing mal-operation device should be equipped with special tools (key) to unlock. Unlocking tool (key) should be managed by technical or organizational measures.
(10) When common locking device cannot meet the requirement of mal-operation prevention, charged display device should be equipped in order to realize the mandatory locking function of earthing operation.
(11) Electric circuit of breaker and disconnector should use the auxiliary interfaces of circuit breaker and disconnector directly.
Article 15 Products of PMDS selected should be in accordance with national, industrial technical standards, and identified above the provincial level. Type test should be carried out in qualified laboratory, must be tested and approved by the trial operation, and can be promoted after operation experience.
Chapter Ⅲ Maintenance and Management of PMDS
Article 16 PMDS cannot be arbitrarily unlocked. When a fault occurs in PMDS, the fault should be promptly reported to the responsible person in this unit to find out the reason and confirm the correctness of the operation. After getting the approval, the unlocking operation can be performed. Each using unit should formulate measures for the administration of PMDS unlocking and strictly implement.
Article 17 PMDS should not be arbitrarily stopped. The stop of the system should have approval formalities. Corresponding safety measures to prevent mal-operation should be made..
Article 18 Unlocking tool (key) or backup tool (key) of PMDS should have the custody and use system. When PMDS needs to use unlock tool (key) due to the need of troubleshooting and maintenance work, it should get the permission of the relevant manager. Nevertheless, the supervision should be strengthened and the corresponding safety measures should be carried out.
Article 19 All operators should be familiar with regulations and implementation rules of PMDS and achieve "four ‘understand’ and three ‘able’" (namely understand the principle, performance, structure and operation procedures; be able to operate, install and maintain). The new operators should attend the training of PMDS.
Article 20 The maintenance and overhaul of PMDS must explicate the responsibilities clearly, be used in working teams and be listed in the maintenance projects of main device. Defect management of PMDS should be the same as the main device.
Article 21 In order to strengthen the management of PMDS, each unit should establish post responsibility system at various levels, carry out the classification management, and choose dedicated person who is responsible for the unit work. This dedicated person should remain relative stable.
