China Electric Power Industry for Preventing Mal-operation Association (hereinafter referred to as the association) was established based on Electrical Safety Work Rules, Social Organization Registers Management Regulations and other relevant regulations to enhance professional communication and management of preventing mal-operation in China’s power industry, to accomplish design, install, operating maintenance of electric mal-operation prevention locking technology, and to protect power grid, devices, personal safety, The full name of the association is China Electric Power Industry for Preventing Mal-operation Association (PMA).

The full name of the association is China Electric Power Industry for Preventing Mal-operation Association (PMA).

What’s more, PMA is a non-profit social organization with self-discipline and profession that all enterprises, institutions and the relevant professional personnel can volunteer for participation in China electric power industry. At present, PMA has more than one hundred unit members and two thousand individual members.

In China, technology of electric mal-operation prevention has experienced three generations models in the electric power industry. The initial way of preventing electric mal-operation was preventing electric mal-operation system with mechanical program lock (PMML) which was invented in the 1970s. The next generation of preventing electric mal-operation technology, preventing electric mal-operation system with computer (PMC), was adopted in the 1980s. And the latest technology is called substation monitoring and preventing electric mal-operation system (PMS) which has been widely used in China electric power system since the beginning of the 21st century. Moreover, to prevent high voltage electric devices from man-made mistakes was also an important technical approach which played a critical role in the power grid safe operation and personal safety protection in China.

Part one: Mal-operation prevention technology can effectively prevent five major accidents as follows:

(1)  Preventing opening or closing the breaker by mistake.

(2)  Preventing opening or closing the disconnector with load by mistake.

(3)  Preventing connecting earthing device for work or closing the disconnector with electricity.

(4)  Preventing closing breaker or disconnector with earthing device for work or earth switch.

(5)  Preventing getting into the electric interval by mistake.

Part two: The association has the tenet of service as follows:

1.      Entrusted by the government, the association provides services for the government, the society and the power industry.

2.      Based on regulations, standards and uniformed functions of mal-operation prevention systems in the electric power industry, the association provides services for the members for the purpose of security of life and devices. The association also aims to implement self-discipline.

3.      The association defends legal right and common interests of the associates and the members; maintains the market order of mal-operation prevention system in the electric power industry; promote fair competitions and build communication approaches among the members, electric power industry users, the government and the society.

4.      The association has every right protected by the national laws to implement independent activities abiding by the constitution, laws, regulations, national policies, and social morality.

5.      The association is located in Nanjing, P.R.C.

Part three: The duties of the association are list as follows:

To conduct communication, analysis, summary activities of achievements associated with mal-operation prevention system in the electric power industry among members of the association.

To analyze problems in mal-operation prevention system; to enact management regulations about mal-operation prevention system; to test technical proposal conducted by members of the association; to organize or participate in electric mal-operation accidents investigation; and to enact corresponding technical measures regularly.

To convoke mal-operation prevention professorial meetings; to conduct communication and technological cooperation among members of the association; and to undertake exhibitions or commodities fair of electric power industry regularly.

To publish national summaries, accidental analysis reports, mal-operation prevention device statistical tables and annual work plans of mal-operation prevention system in the electric power industry regularly.

To assist electric power industry users to carry out the design, manufacture, test, construction, acceptance, operation and maintenance work of mal-operation prevention system.

To organize external communication to exchange technology and management experience about mal-operation prevention system; to promote Chinese advance technology, management experience and achievements of mal-operation prevention system to other countries; to set up the protection system of intellectual property rights; to assist members to protect legal rights; to provide technology and management consult services to overseas electric power industries and help them to set up standards of mal-operation prevention system; and to assist conducting design, manufacture, construction and acceptance, operation and maintenance work of mal-operation prevention system.

To promote innovation and development of mal-operation prevention system.

To promote new mal-operation prevention technology and system; to assist China Electricity Council, Chinese Society of Electrical Engineering, the power generation companies, State Grid Corporation of China, Southern power Grid Company to complete appraisal, trial and installation of the new type of mal-operation prevention system; to supplement the selection principles, the technical specifications and other regulations of mal-operation prevention system; to formulate the unified technical standards of mal-operation prevention system within the association.

To conduct deeply research and set up regulations within the association based on the character of the association.

To organize and conduct professional skill appraisal and training in the association; to conduct position qualification appraisal based on relevant national regulations and authorization of relevant government agencies.

To organize and participate in the scientific and technological achievements review and popularization in the electric power industry; to organize the professional management research in mal-operation prevention system; to be responsible for the review and popularization of enterprise management achievements; and to conduct related consulting services.

To conduct survey, collection and sorting of basic materials; to release work information; to collect and organize the professional literature; and to print publication in the electric power industry.

To mediate disputes objectively and fairly among members, between members and non-members, and between members and users.

To communicate and coordinate with relevant government agencies; to participate in consulting of decisions making and legislation on behalf of the interest of members; and to maintain the legitimate rights and interests of members and the association.
